social issues response

I'm reading an article named 8O PERCENT OF BOYS USE CONDOMS THE FIRST TIME.
This article talks about the the first time boy between ages of 15 and 19 use condoms the first time they have sex. This is a good thing and it shows that boys are taking responsibility for their actions but there are way too many teenagers that are becoming sexually active at a young age. The question is who is drawing the line? Is it the boys or the girls who are insisting that condoms are being used during sexual intercourse?

Using a condom the first your first time at a young age is critical unless you want to be a sixteen year old father. Because many young men/ teenagers don't want to take responsibility for their creations (baby).
The data has gone up and down, the percentage of boys using condoms the first time has climed 71% since the year 2001.
